    "content": "When we have this law, it will be easier for the county governments, and even the national Government where necessary, to deal with issues that can arise. I remember in Zambia, not so long ago, there was a cholera outbreak in some parts of Lusaka. So, the hawkers were told could not trade. Now, if we have people in a database, the county government will know who operates around which area.If we have health risks, it is very easy to talk to these people and tell them that they cannot operate in this area. However, we can agree that you move to the other side of the county where you can do your business for purposes of public safety."
