    "content": "Secondly, this Clause defines royalties. We have seen an attempt to have cases that have been decided in court. An example is the Seven Seas Technologies Limited and Commissioner- General where Kenya Revenue Authority (KRA) lost a particular court case and then an attempt was made to amend it through the law. We have rejected this proposal which is in line with the Organisation for Economic Co-operation and Development (OECD) best practices."
