    "content": "THAT, the Bill be amended by inserting the following new clause immediately after clause 63- Amendment of 63A. Section of the Public Finance Management Act is amended- section 50 of Cap. (a) by deleting subsection (2C) and substituting therefor the following new 412A. subsection- (2C) The provision of subsection (2A) and (2B) shall come into force on the date that is five years from the date of the commencement of this provision. (b) by inserting the flowing new subsection immediately after subsection (2C) – (2CA) The Cabinet Secretary shall, not later than five years from the date of the coming into force of this provision, take measures to ensure that borrowing by the national government complies with the threshold prescribed in subsection (2A)."
