    "content": "Thank you, Mr. Speaker, Sir. I rise to support the Local Content Bill (Senate Bills No.50 of 2023). Sen. Cherarkey has spoken before me and referred to my county of Murang’a, which feeds Nairobi City County with water despite of the fact that most of our residents do not have adequate water for drinking and farming. Although this Bill relates to mining of minerals and petroleum, I am encouraged to support it because we will be involving the locals in the exploitation of resources in the counties. Clause 4 of this Bill states that- “The object of this Act is to- (a) promote the maximisation of value-addition and the creation of employment opportunities in the extractive industry value chain through the use of local expertise, goods, services, businesses and financing and their retention in the country;” The major problem we have in this country is unemployment of young people. This has had a bearing on the events of the last few weeks in this country. When we have a Bill that proposes ways and means of having people gain employment, especially in relation to whatever is available locally or when it is related to locally available materials and the resultant industry, then that becomes very attractive to any well-meaning Kenyan. Clause 4 (c) states that the object of the Act is to- “enhance the participation of local persons in extractive industry value chain.” The electronic version of the Senate Hansard Report is for information purposesonly.
