    "content": " Thank you, Mr. Speaker, Sir. I want us to spend our time much more seriously in the House. We have spent too much time on that issue. On the issue of laying on the Table the contracts for Kshs25,000, if we go to the extent of doubting the honesty of the Government with regard to Kshs25,000, we will be going too far. I do not want to go that route. I now want to address a more substantive issue. Mr. Mungatana was concerned that the hon. Prime Minister has been away for three consecutive weeks and that he owes an apology to the House. It is not an apology that the Prime Minister owes the House because out there, the Prime Minister was also on Government duties. The Standing Orders, as Mr. Olago, has pointed out allow the Prime Minister to delegate duties. What I owe the House is to say what I was doing outside there. In South Africa, Cape Town, I attended the World Economic Forum which was discussing issues of development in Africa in the light of the global recession and the investment climate in Africa at this time. I was accompanied by the Minister for Trade, Mr. Kimunya. Thereafter, I was invited to give a keynote address to the UN Conference on Climate Change and Disaster Risk Reduction and Management in Geneva. That is the reason why I was not able to be in the House at that time."
