"content": "Mr. Deputy Speaker, Sir, I want to support this Motion because the Minister just read the Budget Speech the other day and it was quite in line with the thinking of Kenyans. We are in a rush to implement those thoughts. Because of this, I have no option other than to support the Minister while I agree with my colleague, Mr. Ethuro, that perhaps, times have changed so that this Ministry must also change. But I would be very reluctant given where I come from, where there is a lot of drought and Kenyans are suffering in that place. There is no water and food. It behoves me to support- --"
