    "content": "showering praise on him although I know that there are going to be a lot of challenges ahead--- In fact, I am worried because when they say we are in a hurry to pass this Motion so that we can implement and yet when you look at the implementation structures on the ground, they are not there--- He has said we are going to implement the Budget in accordance with the Constituencies Development Fund (CDF) framework; I do not know what that means, but whatever it means, if we have to use the existing law as the CDF prescribes, there is no mechanism for getting money from the line Ministries at the constituencies level to go to the CDF framework. That has not happened and we are going to start spending money from 1st July, 2009."
