    "content": "So, I think our nightmares are going to begin at that time. I do not know whether the Minister has addressed that issue yet because we have only a few days before 1st July. For example, the Ministry of Education at the constituency level, we have talked of a model; a centre of excellence worth Kshs30 million. How is that money going to move from the Ministry of Educationâs Vote at the constituency level to the CDF kitty? How is that going to happen? We are not clear here. So, there is going to be tags of war between hon. Members and line Ministries as to who is in control. I think that must be addressed very quickly before we go too far into the financial year.
