    "content": "Mr. Speaker, Sir, I am happy with the answer that the Minister has given at last. But although there are quite a number of applicants who have applied to disburse that particular purse for the women, in some areas, she may not receive any applications because those SACCOS are not there. I wonder what steps the Minister could take to make sure that even where SACCOS are not available and, especially, we know that most banks would want to maximize on the operations--- They might not go very far from the radius of where they operate. Could the Ministry consider affirmative action to reach out to those other areas where there are no SACCOS of that nature?"
