    "content": "Mr. Speaker, Sir, initially, the Constituency Women Enterprise Fund was allocated only Kshs1 million per constituency. It is only now that we have passed an additional Kshs1 million. So, the bulk of the women have not been able to access those funds. It was only 20 groups per constituency and, in most constituencies; it expired a long time ago."
