    "content": "Mr. Speaker, Sir, there are over 7 million hawkers, street traders and Jua Kali operators all over the country. They operate in designated areas, undesignated areas, private land and grabbed land. The removal of hawkers and street traders from undesignated areas through court orders or other persuasive methods are often resisted by the hawkers thus necessitating the use of reasonable force. The Ministry notes with sadness that some criminal elements have infiltrated the hawking and informal sector in general. This complicates civil management of the informal sector. Genuine hawkers have their associations which are constantly in consultation with the relevant Government and municipal authorities."
