    "content": "Mr. Speaker, Sir, I am happy to report that the inter-Ministerial Committee has already formulated a draft national policy which is due to be discussed at a national stakeholders conference. The committee will also discuss suggested legislative frameworks, incorporating an Act of Parliament and regulatory by-laws. The national policy proposes to establish a national board and a national secretariat which shall be inclusive of the informal stakeholders and Ministerial stakeholders and we hope that this will be replicated at the provincial and district levels to support the small-scale traders."
