    "content": "The other general observation that we noted was the issue of inadequate staffing in Accounts Departments of various Ministries. We noted that in almost all Ministries and Departments, the number of professional accountants was not adequate to enable them to perform efficiently and effectively. As a result, the situation contributed to poor book-keeping and delayed accounts, amongst other shortcomings. This Committee, therefore, recommends that the Government should not only provide adequate staffing of professional accountants, but should also build capacity within the existing staff to enable them cope with the work load."
