Of concern, has been the issue that was raised about the Treasury where the Accounting Officer can appoint officers but when it comes to disciplining them, it becomes an issue. We have come across various areas where Accounting Officers in various Ministries have failed totally to account for funds and yet the hands of the PS, Treasury, are tied. It is our view and recommendation that the Government should come up with a Bill requiring or giving Accounting Officer, Treasury, powers to make sure those officers are not only reprimanded but also dealt with accordingly."
