"content": "Mr. Temporary Deputy Speaker, Sir, almost at the end of our Session, we met the âBig Fiveâ. That is the Attorney-General, Permanent Secretary, Secretary to the Cabinet and Head of the Public Service, Permanent Secretary in charge of Labour, Controller and Auditor-General and the Permanent Secretary, Treasury. That is what has been happening year after year. We discussed with them the cross cutting issues that could save this country a lot of money. For example, there is the issue of delayed projects. Delayed projects invariably turn up to be more expensive. The cost escalates because the projects are delayed. Some of the reasons that have been advanced by accounting officers have been that donors did not provide their funds on time. We stated that for us to avoid delaying projects, we ought to discuss with donors, right at the onset, what would be the mechanism and procedure for releasing funds. Mr. Temporary Deputy Speaker, Sir, we also found out that the Government has lost a lot of money through court cases. Although Ministries are sued for various reasons, they are not defended either on time or at all, when the cases are raised in court. The reason for this is that the concerned Ministries did not give evidence to the Office of the Attorney-General. As a result, the Government is found guilty and has to pay a lot of money. That is how the Government loses taxpayersâ money."
