    "content": "Indeed, as I performed my role as a Member of Parliament in the Ninth Parliament, that is what we did all the time. However, many of us, Members, will, for example, go to an officer. When the officer advises professionally that this does not pass the test, the Members then find another way of circumventing that. Among these, being to approach the Chair at the last minute, when the Standing Orders say that you must bring this request to the attention of the Speaker at least one hour before the sitting. This is another area that I think we will want to enforce the rules strictly as they stand."
