Members that the measures I have proposed under the East African Customs Management Act and the Common External Tariff will, however, be implemented only after they have been gazetted by the Chairperson of the East African Community Council of Ministers. Mr. Temporary Deputy Chairman, Sir, some of the tax measures to be gazetted, which are aimed at promoting growth of our industries and making them competitive, include removal of Import Duty on industrial parts, input for manufacture of paper and paper boards and raw materials for the manufacture of sanitary towels. I have proposed several measures under Excise Duty, Value Added Tax (VAT) and Income Tax, all aimed at promoting investment, growth, employment creation and improving living standards. On Excise Duty, I have proposed, amongst others, the following measures:-"
