    "content": "(i) reduction of Excise Duty on cosmetics skin care products, bottled water, soft drinks and juices as well as removal of Excise Duty on jewellery to encourage expansion and make such commodities not only affordable but also accessible; and, (ii) changing the Excise Duty regime for wines and spirits from alcohol by volume to a hybrid type of specific ad valorem to enhance compliance and make these commodities affordable. I expect the implementation of these measures to significantly reduce consumption of unhygienic and dangerous illicit spirits."
