    "content": "If you look at the Financial Statement, which the Minister has also supplied to Members of Parliament, you will notice that these measures do not impose any taxation. Indeed, the reduction in taxation amounts to almost Kshs1 billion, because it is Kshs950 million. This means that the Budget is meant to promote growth and encourage production, as the Deputy Prime Minister and Minister for Finance has just said. This encourages those who have capital to bring it to Kenya for investment. Mr. Temporary Deputy Chairman, Sir, our taxation system is such that it treats investors better than many taxation systems in other parts of the world. As a matter of fact, certain countries in Europe now have higher taxes - particularly Income Tax – than we have here in Kenya. Therefore, we should expect capital to flow from those countries into Kenya, where the investor has a better advantage. In saying this, what I want to dearly emphasise is the fact that we must revise our own policies if we want investment to come to Kenya. Indeed, that is what we want. We have been crying that we do not have enough employment opportunities. Employment opportunities will come as a result of investment. People will not bring their capital for investment unless we, as a country, and particularly led by this House, emphasise the need for us to pursue the principles of the rule of law. We must respect properties and lives. That is the basis on which any civilized Government does administer the affairs of its country. Therefore, we will have to decide as to which comes first; the chicken or the egg. Do we, as Members, continue to encourage our people to continue grabbing other people’s properties or do we respect that property?"
