For example, when he talked about zero-rating, from the taxmanâs point of view, it means that you should not pay anything for procuring a service and then claim whatever you have input in terms of procuring the services you are selling. This taxpayer enjoys double benefits. How do we ensure that the benefits go to the consumer who was supposed to benefit from this? Zero-rating means that you do not charge Value Added Tax (VAT) on the services you are selling out and yet you may claim what you paid when you procured what you are selling. This cost implications trickle down to our people. Overall, the Deputy Prime Minister and Minister for Finance did a good job. In future, I will request him to be more modern and bring out these issues on Power Point Presentation so that people do not start napping after having a heavy lunch but remain focused and glued to the screen. That is a new technique that the Deputy Prime Minister and Minister for Finance can use to improve the presentation of his Budget and make it juicier. The only biggest problem that the Deputy Prime Minister and Minister for Finance must grapple with and must address, and which he will address with all the expertise he has, is the issue of mopping out liquidity to finance this Budget. The issue may have its own repercussions but he has people behind him. He can juggle the lever and come up with a positive Budget. Finally, Mr. Temporary Deputy Chairman, Sir, inspiring investment and growth goes beyond pronouncements. We also want to have Kenyans adding value to their products from within so that they can spur growth in the rural set up. That can only be done when good infrastructure has been put in place.
