    "content": "(iii) Rapid response - Their immediate availability allows for quick response to banditry attacks and enhances security in vulnerable areas. (iv) Community trust - NPRs being members of the local community, can easily build trust with locals, facilitating intelligence gathering and cooperation in maintaining security. (v) Willingness to serve - Recent Government initiatives such as the provision of medical insurance cover to NPRs, indicate improving conditions for those risking their lives in such areas, thereby increasing their readiness to serve. I further wish to call upon the Standing Committee on National Security, Defence and Foreign Relations to take up this urgent matter and ensure that the Ministry recruits additional NPRs and puts into place other strategic measures to effectively and permanently address the insecurity situation in this region. Mr. Speaker, Sir, it is imperative that we collectively work towards comprehensive and sustainable solutions to curtail the menace of banditry and enhance the security infrastructure in all vulnerable regions in Kenya for equitable development of every part of Kenya.
