    "content": "Mr. Speaker, Sir, I rise pursuant to Standing Order No.53(1) to seek a statement from the Standing Committee on Roads, Transportation and Housing regarding approval of building plans by the County Government of Mombasa. In the statement, the committee should- (1) Explain the current delays in issuance of approvals for building plans by the County Government of Mombasa, stating the number of building plans approved from 1st August, 2022 to 30th June, 2024, also indicating the average time for approval upon application. (2) Outline the fees payable to the County Government of Mombasa for approval of the building plans. (3) State whether building plans submitted under invoice No. MS/AAA/7888 were subjected to public participation by the developer. If so, clarify whether the developer and the county government have taken into account the views of the public. (4) Outline any safeguards put in place by the county government to mitigate the impact of plan development as well as any challenges that may arise in the implementation of the plan, considering that plan development is on the beach and is likely to have a huge impact on the ecosystem of the area.
