    "content": "Madam Temporary Speaker, we should not be emotive about anything and refer Members to the Powers and Privileges Committee just to look good in the eyes of the public. I am not protecting anybody who voted on behalf of another Senator, but there is nowhere that says that if a Senator votes on behalf of another Senator, he should be referred to the Powers and Privileges Committee. The conduct and decorum during Division as per Standing Order No. 1 is very clear. Every time we went for Division, you directed that the Serjeant-at-Arms withdraws all the cards that are not active. So, it is not the making of Members, it is the making of your own direction. The Serjeant-at-Arms should advise us or brief you in camera or otherwise, whether those cards were withdrawn. This is because you have been giving that direction in every Division. So, you cannot shift blame to Members yet the direction had already been issued. I do not think this thing can be referred to the Powers and Privileges Committee as early as now. In the ‘Lower’ House, a Member alleged that Kshs2 million was given to Members, but the Speaker of that House has not even allowed that matter to be referred to the Powers and Privileges Committee.
