"content": "level of disconnect that is not healthy between the Committee on Delegated Legislation and the rest of the House. These delegated legislations that the committee deals with are very important for actualizing relevant legislations in all sectors of our country. I would urge the committee then in view of what happened a few hours ago, that even as they consider these regulations, it will be important for them to find ways of apprising Members of exactly what these regulations are saying and the import of the nature of the vote that Members cast. This is to ensure that we do not have these embarrassing situations where a committee has sat on regulations for months. We do not want to see a situation where a Motion is brought here and fall flat on its face on the Floor of the House. We need to engage and lobby more. However, I do not see a lot of that happening these days. I do not see a lot of lobbying where the chairpersons of committees lobby other Members before a matter comes to a vote. We do not leave these things to the Whips hoping that they will bringe numbers. However, we want to see situations whereby there are no party positions or matters that will affect legislation and regulations. Let the Committee on Delegated Legislation take the lead in lobbying Members before we take a vote. I support."
