I sincerely thank the supporters of this Motion on Extension of Time for Consideration of Valuers (Forms and Fees) (Amendment) Rules, 2024 (Legal Notice No.69 of 2024, the Survey (Amendment) Regulations, 2024 (Legal Notice No.71 of 2024) and the Land Adjudication (Amendment) Regulations, 2024 (Legal Notice No.76 of 2024). Mr. Temporary Speaker, Sir, before I reply, I have taken the guidance from Sen. Wambua. I have read thoroughly the report of the Committee. As Sen. Thangw’a said, this committee is very critical, especially when dealing with statutory instrument. We were seeking extension of time for us to get enough time to look at all the aspects, including public participation. Some of these matters touch on counties. So, it is important for the committee to get this extra time. This will help us get to know whether all the stakeholders were brought on board. Some of these instruments are very sensitive, especially the stakeholders that they affect. That is why when we sat down, we considered that there is also a case pending in Machakos. This case was filed some time back. The matter is before court. Mr. Speaker, Sir, I am seeking your guidance on whether we can have this matter discussed at a later date because we cannot raise the numbers for the putting of the question. I am requesting that putting of the question on the Motion be deferred to a later date pursuant to Standing Order No.66 (3)."
