    "content": "Thank you, Mr. Speaker, Sir. I rise to seek your clarification on a matter of procedure. Mr. Speaker, Sir, under Article 96(1) of the Constitution, I, Dr. Boni Khalwale, represents the County of Kakamega and I serve to protect the interests of the County of Kakamega and the County Government of Kakamega. Mr. Speaker, Sir, why is it that on a matter of procedure, has the Office of the Clerk refused to allow two questions that are supposed to allow me to discharge that function under Article 96 (1)? I have a question that has been lying there for over 21 days in respect of misuse of money expended by the Governor on foreign trips. Secondly, a question on how the Governor is applying county funds, on a project that is funded by the United Nations Children’s Fund (UNICEF). He has decided to erect that project as his and, in fact, he is calling it the Gov. Fernandes Barasa Mama Watoto Fund. Could you clarify?"
