    "content": "Issuing title deeds to public institutions is critical. I have told you and the House should know that more than half of public primary schools do not have title deeds. So, I agree. If the Parliament of Kenya applies for a title deed, let it be issued under hand and seal. The registrar of the National Lands Commission (NLC) should register public land. Community land also be should be issued with title deeds. The NLC under the principal Act Section 12 that we are amending has been given power to manage land on behalf of national Government and county governments."
