"content": "been issued to a private developer and when you try to recover the land, it is a whole impossible task. Thus, I think we needed to have some timelines within which the registration is to be made. Having the word “shall” is okay, however, there has to be a timeline. Within what timeline should a public official responsible register the land that has been allocated to a public utility? I propose that they should register that land within six months. Failure to do so or failure to demonstrate why it was not possible to do so should result in some punitive measures. The officer responsible should be punished in one way or the other, so that this law can have an enforcement mechanism. Otherwise, we still have not cured the problem because we are leaving it open-ended. There is an obligation, yes, but what is the timeline? What are the consequences of failure to carry out this mandatory requirement? I urge that when the Senate considers this Bill, we should introduce a mechanism for enforcing these requirements in terms of making them time-bound and instituting sanctions for those who fail to comply with the requirements. Mr. Deputy Speaker, Sir, I support this Bill with amendments. Thank you for the opportunity."
