    "content": " Hon. Temporary Chairlady, the Clause has two amendments, (a) and (b). The first amendment enhances the spirit and the presentation of that particular clause such that it gives the share of the levy to the Research and Training Institute. We agreed with the Senate on that particular issue. When it comes to the issue of the money that is supposed to repair or improve the infrastructure in the sugar-growing areas, we rejected the proposal by the Senate that the money be domiciled at the county level. The proposal by the National Assembly is that, that money should be managed by the Kenya Rural Roads Authority (KURA). This is one of the issues that will go to the mediation committee.
