    "content": " Hon. Temporary Chairlady, I gave the justification for the amendment but the co-sponsor of the Bill has brought up an issue on gender. We introduced sub-clause (4), which reads: ‘‘In making appointments of members to the Board, the appointing authority shall observe the principle of gender balance.’’ This then takes care of the gender issue."
