    "content": "Madam Temporary Deputy Speaker, the Deputy Prime Minister and Minister for Finance also allocated Kshs22 billion, which translates to about Kshs105 million for every constituency, to be distributed through the relevant Ministries using the CDF framework. That is something which we still do not understand very clearly. Does he mean that these monies will come through the CDF boards or they will be divided using the ratio which we normally use in the CDF? That is a substantial amount of money and we still do not know how we will access it or use it in our constituencies."
