"content": " Hon. Temporary Chairlady, on these issues of licensing, there should be a requirement that one has to satisfy before a license is renewed or given. Timeline is not of essence. Once you meet the requirements, even if it is after three minutes, you are given the license. It is about meeting the conditions that one has to meet before you are given the license. At times, when we say that they should be given within 20 or 30 days, and somebody has complied, there is no reason why the licensing entity should delay the issuance of such licenses upon meeting the minimum requirement. It should be automatic. We do not need to belabour the point. We would be making some people very lazy"
