If you look at the agricultural laws architecture in this country, we have not been able to move in many of the sectors because of leaving the laws loose. There is too much breather. I want to agree with Hon. (Dr) Oundo that, in contextualising this particular section of the law, we should not allow too much luxury of time. Maybe, what we would do to help this area is that we cover the issue of time in the regulations. Thank you."
