    "content": "(ii) in paragraph (a) by deleting the words “Cabinet Secretary” and substituting therefor the word “Board”. We examined Clause 32 in view of the responsibilities of the county governments to designate the collection centres. We also assigned the county executives the responsibility for designations. We also looked at what the board will need to do in terms of ensuring that a collection centre meets the required standards and not the cabinet secretary as stated in the Bill as it is right now. Those are the proposals we made."
