    "content": " Thank you, Hon. Temporary Chairlady. The contention in the room is that we may not introduce a tax at this point in time. The other issue is that the levy is not appropriately shared in view of the functions that it is supposed to respond to. Leaving Clause 39 as per the Committee position, will provide us a possibility to introduce a levy and then we can have public participation at the regulation stage which will specify exactly how the levy is going to be used. But a levy is important in this sub-sector."
