"content": "Madam Temporary Deputy Speaker, I also want to commend the Deputy Prime Minister and Minister for Finance for thinking about persons with disabilities. These people are ignored in most Budgets. Nobody has been thinking about them. However, in this Budget, the Deputy Prime Minister and Minister for Finance has set up a fund of Kshs200 million which will go a long way to prove that being disabled does not mean being unable to serve the country. I would like to assure him that we will ensure that the money is utilised by the disabled for their own welfare and that of the people of this country. However, the Deputy Prime Minister and Minister for Finance should have thought about the widows of this country when he allocated us this money. Widows of pensioners only get pension for five years after their husbands have died. After that, they are left on their own. I would like him to ensure that these widows are considered for pensions until their dying day because, indeed, they would have contributed to their husbands"
