    "content": "Hon. Speaker, we are basically doing this because as Members understand the Government is almost in a near stand-off. Therefore, we need to hasten the process of Supplementary Appropriations so that we can proceed into giving the National Treasury whatever they need so that the Government can continue spending money in various MDAs, Parliament, the other arms of the Executive, the county governments, and also National Government Constituencies Development Fund (NG-CDF). We are just hastening the process so that we can draw monies from the Consolidated Fund for the furtherance of provision of service to the Kenyan people and also for development expenditure."
