    "content": " Thank you, Hon. Temporary Speaker. The PIC Report is very comprehensive. A quick scan of it tells there are commonalities in the audited institutions. That is the Kenya Medical Research Institute (KEMRI), Kenyatta University Referral Hospital and the Kenyatta National Hospital. There are governance issues and the fact that boards are not constituted at the right time. That breeds much complacency in work ethics and how those organisations operate. It breeds corruption because the essence of having a board in every organisation is to ensure that its governance issues are done at their best. The best practices that are common in managing such organisations have been lacking. I believe that is the root cause of issues where the managements of organisations are supposed to be accountable. Land issues are common in all the reports of those organisations. They do not have title deeds to the pieces of land that they own.
