Something like ICTU is really not necessary and yet IT has been allocated billions of shillings. And when the Committee and even the Department proposes to remove the money and allocate it to a very serious project, the Budget and Appropriations Committee re-does the whole budget and returns the money to the ICTU. That is clearly a misplaced priority."
