    "content": "So, when a CEO comes in front of a committee to give his or her budget priorities, the Committee of this Parliament does otherwise because they have been instructed from somewhere else to do something. Then the project is stalled and it becomes a white elephant. Then the CEO is blamed for a fault that is not his because he brought the budget, but it was not allocated. Sometimes, this House must take decisions based on the facts that are on the ground. That does not mean the CEOs and the accounting officers should not take their work seriously. They should follow the PFM Act, which is very clear on procurement processes. However, sometimes, we must also be considerate. We must give them the tools to work."
