    "content": " Thank you, Hon. Temporary Chairlady. First and foremost, I wish to apologise to the House because I arrived a little late when my matter had already been called out. I agree with the wisdom of the House that in the absence of the sponsor of the Bill, and it is warranted absence because she is in another business of the House, it is not in Order that it proceeds. This is also a Bill that the Chairman of the Departmental Committee on Agriculture and Livestock is critical in terms of what we are supposed to do. I have an amendment that I proposed to the Bill, which I discussed with the Chairman and sponsor of the Bill. It will not be prudent for me to move the amendments without the Chairman and sponsor of the Bill. Therefore, I support that we defer the matter to another date because deferral is a normal procedure of this House. I thank you, Hon. Temporary Chairlady."
