    "content": "It takes a lot of time for us sometimes to even diagnose mental health cases. The reason is that there are no provisions or there are no clear modalities of identifying these cases at very early stages. That is why it makes a lot of sense for us to consider as a House and pass that mental health services should be devolved to the smallest unit of health, to the smallest health facility so that identification or diagnosis can be done early."
