"content": "Mr. Temporary Deputy Speaker, Sir, if you remember what happened in 2007 after the general elections, it is very evident that Kenyans have always been very uncomfortable with the resources being distributed from a central point. It was very evident that even when there was that grumbling, it was genuine. How do we address that problem? The only way is to devolve funds. Power, when funds have been devolved, is not as bad, even when it is in the hands of one person. But when the funds are in the hands which are controlling all the power, then it becomes very difficult for you to be able to disburse those funds into the various corners of this country and, as a result, all the communities would definitely feel very uncomfortable when they have to go begging when it is their right!"
