    "content": "Hon. Tongoyo, you have heard the Chairman of the Committee on Delegated Legislation, you have heard Hon. Mbui, and also Hon. Bashir. I direct you to re- look at the Statement. Certainly, that body on its own has no authority in law to promulgate what looks like regulations. Those regulations must come to this House. There is no other body in this country with legislative powers other than Parliament, which is the National Assembly and Senate, and county assemblies. Nobody else. Whatever office they are in, whatever they do must be subjected to this House to become regulations and have a force of law. So, follow it up."
