"content": "A document must be presented. It should be on a letter head and signed. It must meet the minimum requirements as per our Standing Orders. If it meets them, it will be properly before this House and it can be prosecuted. The Chairman of the National Government Constituencies Development Fund Committee has made a statement that he was informed by word of mouth by Mr. Hassan. He has now improved it to a statement. However, according to our Standing Orders, it is not proper before the House. The House does not debate in vain."
