"content": "Hon. Deputy Speaker, I also want to brief this House that the Constitution permits a flow of 15 per cent when it comes to dividing the revenues through equitable share. Constitutionally, we are already past that amount with the current proposal of Ksh380 billion. We are already at 24.4 per cent which is way beyond the constitutional requirement. Additionally, in our Report and in the Bill, we have recommended something else that we have not done in this House before. In our proposal, in anticipation of what you have been seeing, if you look at the current Supplementary Appropriations Bill, which is basically the main budget, we had to budget for Ksh68 billions of carry-overs. Carry-overs mean that we have cherry-picked a few items which, even if the year has lapsed, budget lines cannot lapse. They total to Ksh68 billion. However, the entire amount of carry-over monies that were not funded by the National Treasury, by close of last financial year, was Ksh221 billion.
