    "content": "In the same vein as Hon. Beatrice Elachi has mentioned, the county governments were never supposed to be cost centres. They were supposed to be revenue-generating centres as well. Where does their own revenue go to? For heaven's sake, why would Nairobi County require money from the National Treasury? The land rates in Nairobi alone, are enough to run its affairs without depending on the National Treasury. Are we able to ask those hard questions, or we are so timid politically that we do not have the courage to ask those questions and get answers?"
