For record purposes, Dr Makali Mulu and all of us know that we already have audited accounts for 2022/2023 Financial Year, which have already been laid before this House. If the House takes an inordinately long time to review and approve, then we cannot punish the counties. We cannot proceed to mislead the nation that we are giving them 24 per cent and yet, the truth of the matter is that it is far much less. As the Chairperson said, it is closer to the floor. We are not even anywhere above the floor. Probably, we have put a carpet to increase the distance from the floor to where it is. So, we need to be very clear on this one. We must call upon the House to move with speed."
