"content": " Thank you, Hon. Temporary Speaker. When we are in this House on such a day, there are Kenyans at home who are watching us. As they watch, they take what we say with a lot of weight. They think as we talk in this House, we are informed. The Constitution is very clear that when it comes to equitable share, the basis is the last audited financial statements. There is no provision on the time the House should take in approving them. It talks about approved and not submitted. Therefore, in regard to this debate, what matters is the approved audited financial statements and not what was submitted. As Kenyans watch us, they are informed based on the reality and facts. The last audited accounts are for the 2021/2022 Financial Year. In that regard, we are apportioning 24.4 per cent to counties and that is the reality."
