    "content": "Mr. Deputy Speaker, Sir, the position of Controller and Auditor- General is a managerial or leadership position. Any Kenyan who has managerial skills can lead such an organization. There are professionals that do the work that is required to be done. That is one. Secondly, this position is filled by the President in his own wisdom and under the current Constitution. So, if the President feels that there is someone who can manage the job and has the necessary managerial skills to run it, then he has the prerogative under the Constitution to appoint that person."
